The URL includes the domain name, and if you are the owner of a domain name, then you can have any URL (basically a complete file path) under that domain name. So, your question is really, 'how do I own a domain name".

    There are 3 scenarios here :

    1. A domain name has not been taken yet, and you can register for it.

    2. A domain name is already owned by someone else, and you would like to offer to buy it from the owner, OR request a back-order.
    3. A domain name is already taken, and the owner is not willing to part with it.

    Let's look at each case one by one :

    For example, if you use Verisign (formerly Network Solutions) at http://www.netsol.com , you can look up a domain name you have in mind to see if it is already taken. If not, you can register for it.
    Once you own the domain name, you need to take care of the second part of the equation before you can get a website up and running, and that is web hosting.
    Web hosting is a separate thing, and it may or may not be provided by the same company that provided your domain name registration.
    You can imagine that the domain name is your address, and the web hosting is the actual house itself (where you can move in furniture and all that good stuff).

    SCENARIO 2 : A domain name is already owned by someone else, and you would like to offer to buy it from the owner, OR request a back-order.
    Sometimes you'll find that the domain name you have in mind is already owned by someone else. In this case you have two options : making an offer to buy it from the owner, or placing it on back-order. For example, Register.com allows you to make an anonymous offer to the owner. Verisign allows you to request a back-order on the domain name. A back-order means that you will be informed as soon as there is any change to the ownership status of the domain name (ie. it expires or lapses) and they will register it for you immediately.

    SCENARIO 3 : A domain name is already taken, and the owner is not willing to part with it.
    In this case, the domain name owner is already committed to owing the domain name (usually a corporation who owns trademarks) and will ignore your offers, as well as having a continuous renewal of the domain name registration in place so that it will never lapse (preventing others from back-ordering).
    In this case, there is nothing you can do, except to place it on back-order and keep your fingers crossed that somehow a miracle will cause them to change their mind.
